set manager.transactions to true
pycsw uses IP authentication
limit read/write access to list of allowed IP addresses

set in configuration (manager.allowed_ips)

IP address like 192.168.0.11

wildcards like 192.168.0.*

CIDR like 192.168.100.0/24
